About OCA

The Office of the City Administrator (OCA) is responsible for the day-to-day management of the District government setting operational goals, and implementing legislative action and policy decisions approved by the Mayor and DC Council. The role of the City Administrator' office is to provide oversight, support, and program evaluation to ensure the successful and efficient implementation of the Mayor's policies.
The City Administrator reports directly to the Mayor and has direct oversight over all executive-reporting agencies. The City Administrator prepares the District's annual operating budget and provides direction to all District agencies to ensure they are meeting the needs of District residents. For day-to-day operational purposes, agency directors report to OCA.
A significant part of the Office of the City Administrator's work is to push the government to reflect the values the Mayor believes his Administration should embody: responsiveness, accountability, transparency, and efficiency. This means continuously improving government service delivery and agency accountability, holding ourselves to the highest standards in customer service, and engendering pride among our residents in the operation of government itself.
The structure and operations of OCA reflect the Fenty Administration's customer service culture and strong work ethic. Since taking office, City Administrator has reduced the overall size of his cabinet every year, eliminated administrative and management layers, and focused his staff's energies on results. OCA now has four teams and flat structure:

  1. The Office of Resource Management is composed of four small teams of analysts who provide agencies with support and guidance during the budget process and interagency coordination throughout the year.
  2. The CapStat Program organizes CapStat accountability sessions and maintains the city's performance management program.
  3. The Office of Operations centralizes administrative functions to gain organizational efficiencies.
  4. The Office of Labor Relations and Collective Bargaining serves as the executive's representative in negotiating collective bargaining agreements.
The Office of the City Administrator is involved in many issues of policy and agency oversight. Two highlights of our extensive management practices are operational or budget CapStat sessions, and the Mayor's CapStat sessions
